Who among the scholars held the view of excuse by ignorance, and what is their evidence?

Excuse due to ignorance varies according to individuals, places, and issues. Therefore, whoever is ignorant of the prohibition of something commonly known to most people, their claim of ignorance is not accepted, unless they are a recent convert to Islam or grew up in a remote desert area where divine laws did not reach them. The same applies to obligations known by necessity in the religion. There are many proofs for excusing due to ignorance, among them the Almighty’s saying: "And We would not punish until We had sent a messenger," and the story of the man who doubted Allah's power, and the story of Dhat Anwat.
