What is the Shar'i ruling on a girl embracing and kissing her paternal uncle and her sister's husband's son on the cheek, knowing that she justified her action by saying that the first is her uncle and she raised the second?

It is permissible for a woman to kiss her mahrams (unmarriageable kin) and for them to kiss her, provided that there is no fear of temptation (fitnah). Examples include the Prophet (peace be upon him) kissing his daughter Fatimah, and Abu Bakr kissing his daughter Aishah. However, the kissing should not be on the mouth, but rather on the forehead or head. As for a woman embracing her mahrams, the general rule is permissibility, as long as there is no fear of temptation or suspicion. It is not permissible for a woman to kiss her sister's stepson unless he is her maternal uncle through suckling. A suitor is considered a stranger to his fiancée until the marriage contract is concluded; therefore, it is not permissible for him to be alone with her or to touch her.
