If the seller knows that the buyer will use the commodity for unlawful purposes, it is not permissible for him to sell it, in accordance with the generality of Allah's saying: "And do not cooperate in sin and aggression." The Prophet, peace and blessings be upon him, forbade selling grapes to whoever would make wine from them. Therefore, if you know that the buyer will offer the items as an unlawful bribe, then selling them is not permissible. However, if the bribe is permissible for him, there is no objection to selling them.
