What is the ruling on praying Tarawih eleven rak'ahs immediately after 'Isha, as opposed to twenty-one rak'ahs (ten after 'Isha, ten before Fajr, and Witr), and is praying Qiyam before Fajr an innovation?

Tarawih prayer is a Sunnah by the consensus of Muslims. The Prophet, peace and blessings be upon him, encouraged it with his saying: "Whoever stands in prayer during Ramadan with faith and anticipation of reward, his past sins will be forgiven." Gathering for it in mosques is legislated, as the Prophet, peace and blessings be upon him, prayed it in congregation then left it fearing it would become obligatory. After his death, peace and blessings be upon him, Umar gathered the Muslims for it. Its time is from after the 'Isha prayer until the appearance of dawn. There is no specific number of rak'ahs for it, and what is best is what has been authentically reported from the Prophet, peace and blessings be upon him, which is not to exceed eleven rak'ahs.
