The answer

The prevalent opinion states that it is absolutely forbidden to let garments drag, even if not out of conceit. However, the majority of scholars are of the view that it is not forbidden if the dragging is not done out of conceit. They cite as evidence that most of the hadiths indicating prohibition are qualified by the condition of conceit, and also what was narrated about the Prophet, peace and blessings be upon him, that he stood up quickly, dragging his garment, when the sun eclipsed, and the Prophet's saying to Abu Bakr, "You are not one of those who do it out of conceit."
