Is it permissible to give zakat to people who commit sins, such as those who smoke or drink alcohol?

Zakat (definition) is permissible for any Muslim recipient unless it is known or strongly suspected that the giver will use it for disobedience, in which case it is forbidden to give it to them. It is preferable to give Zakat to those who are obedient and pious. Therefore, one who does not pray should not be given until they repent, and one who is suspected of spending it on unlawful things should not be given; because by doing so, they would be aided in sin. It is permissible to give Zakat to the needy wife of a smoker or to buy his essential needs for him, and it is permissible to pay off his debt.
