It is not permissible to travel to the lands of the disbelievers for one who cannot perform the rituals of his religion or who does not feel secure from temptation for himself and his family. If the questioner cannot fulfill his debt in his country and wishes to travel to repay the debt, then it is not forbidden for him to travel if he and his family can perform the rituals of their religion there and feel secure from temptation for themselves. Otherwise, he should be patient and strive to repay the debt according to his ability, for Allah does not burden a soul beyond its capacity, and the one in hardship must be given respite.
