Can a portion of Zakat al-Mal (wealth zakat) be spent as prizes for a Quran memorization competition?

Scholars have differed regarding the inclusion of Quran memorization within the categories of zakat (definition) expenditures, specifically concerning Allah's saying: "and in the way of Allah." The Fiqh Academy has affirmed by a majority that Quran memorization and matters of da'wah (calling to Allah) fall under this verse, especially in this era where the obligation of jihad has been suspended. However, according to both opinions, competition prizes are not included therein; rather, it is the wages of the 'du'at' (callers to Islam) and the memorization teachers that are included.
