Is it prescribed to supplicate with "Masha'Allah, La Quwwata Illa Billah" (What Allah wills, there is no power except with Allah) when fearing envy?

The sound tradition from the Sunnah (definition) is that a person should pray for blessings upon seeing something he admires, out of fear of the evil eye, due to the Prophet, peace and blessings be upon him, saying: "If one of you sees something he admires in himself, his wealth, or his brother, let him pray for blessings for him, for indeed the evil eye is true." It is also narrated in the incident of Sahl ibn Hunaif and 'Amir ibn Rabee'ah that the Prophet, peace and blessings be upon him, said to 'Amir: "Why would one of you kill his brother?! If one of you sees something admirable in his brother, let him pray for blessings for him." As for the saying "Ma sha Allah la quwwata illa billah" (What Allah wills, there is no strength except through Allah) upon seeing something admirable, there is a weak hadith (definition) concerning it, but some scholars have deemed it permissible, as mentioned by Sheikh Ibn 'Uthaymeen. The Permanent Committee has issued a fatwa (definition) stating that if the one who casts the evil eye sees something he admires, he should remember Allah, pray for blessings, say: "Ma sha Allah la quwwata illa billah," and pray for blessings for the person.
