However, if a person knows that the time is not sufficient for both the supererogatory and obligatory prayers, then the obligatory prayer must be prioritized because "Indeed, prayer has been decreed upon the believers a decree [to be observed] at appointed times." (Quran 4:103) And whoever delays the Sunnah of Fajr unintentionally is not considered an innovator.
