Is it permissible to purchase a personal weapon taken from state armories in light of the absence of security in Libya and the spread of crime?

It is forbidden to buy and sell weapons if the state prohibits it, based on the words of Allah Almighty: {O you who have believed, obey Allah and obey the Messenger and those in authority among you}. This prohibition maintains security and blocks avenues of discord. The prohibition becomes more severe if the weapons are stolen from state arsenals, for whoever buys stolen goods, knowing them to be stolen, is one of the thieves. The prohibition is further emphasized in places experiencing instability and fear of discord, because scholars have stipulated that it is impermissible to sell weapons during times of discord. Fear is not an excuse to buy stolen goods; rather, stolen weapons must be returned.
