Peaceful disbelievers must be treated with righteousness, justice, and fairness, for Allah Almighty says: "Allah does not forbid you from those who do not fight you because of religion and do not expel you from your homes - from being righteous toward them and acting justly toward them. Indeed, Allah loves those who act justly." It is permissible to visit their sick, offer them condolences, and congratulate them on matters unrelated to their false beliefs, such as general celebrations. However, it is not permissible to congratulate them on their religious holidays due to the endorsement of falsehood inherent in such greetings.
