How and under what conditions are books transferred between mosques, and who has the right to do so?

The basic principle is that items endowed for a specific mosque should not be transferred. However, it is permissible to transfer them to another mosque if doing so is more beneficial, such as increasing the number of beneficiaries. This is the soundest view among scholars. Those who permit this transfer argue that the original purpose of an endowment (waqf) is for righteousness and good deeds, and whatever is more righteous and better is more beneficial for the endower. The supervisor of the endowment has the right to transfer them, or the responsible authority like the Ministry of Endowments if there is no specific supervisor.
