What is the ruling of the Sharia concerning dealing with a man who throws the Qur’an and tramples on it, believing that the Qur’an will not benefit his bewitched wife, and who believes in sorcerers to seek benefit and avert harm, and who is not committed to prayer?

Disrespecting the Noble Qur’an is an act of disbelief (kufr) if done intentionally and deliberately. Anger is not an excuse for acts of disbelief, unless the anger completely removes a person’s sanity. Neglecting prayer occasionally has a different ruling. Visiting soothsayers and charlatans, believing they know the unseen and have the power to benefit or harm, is a grave matter. If it is proven that a person committed these acts of disbelief intentionally, then he is an apostate (murtadd) and is to be treated as such, losing the rights of Islamic brotherhood. However, his punishment is left to the judiciary, not to individuals. One must continue to advise the apostate and invite him to repentance with wisdom and good admonition, even if one thinks he will not respond, because that is an excuse before Allah Almighty.
