Is it true that a Hadith was authentically reported from Sheikh Al-Albani that Allah descends in the last two-thirds of the night during Ramadan?

The meaning of the Hadith (definition) narrated by Ibn Abi Asim in his book Al-Sunnah (definition), and mentioned by Al-Albani with a sound chain of narration, is that Allah Almighty grants respite every night in Ramadan (definition). When the first third of the night passes, He descends to the lowest heaven, saying: "Is there any supplicant to be given? Is there any seeker of forgiveness to be forgiven? Is there any repentant to be granted repentance?"

There is no text specifically stating this applies only to Ramadan. Rather, there are general texts indicating that Allah Almighty descends to the lowest heaven every night when the first third of the night, or the last third, or half of the night passes, as in Sahih (definition) Muslim and other collections. Al-Nawawi and Qadi Iyad mentioned possibilities for these differing narrations, among them that the Prophet (peace be upon him) informed about each time at a different moment.
