"Whoever benefits from money that he was appointed to distribute, for his own personal gain, without the permission of the one who appointed him, has indeed done wrong and transgressed the limits set by Allah. This is because an agent is a trustee who may not act without the permission of the one who appointed him, and because he has withheld the money from those who are entitled to it. He must repent and pay the money to its rightful recipients. It is not sufficient for him to waive a debt owed by someone with the intention of it being Zakat."
