Does verse 10 of Surat Ar-Ra‘d mean that angels protect humans from the command of Allah, and do angels have the power to prevent the command of Allah?

The guardian angels protect servants by Allah's permission and decree from what Allah has not decreed to afflict the servant. But if Allah decrees something, the angels cannot repel it. Allah Almighty says: (For him are successive [angels] before him and behind him who protect him by the command of Allah). Ibn Kathir mentioned that there are four during the night and four during the day: two on the right and left who record, and two who guard. If Allah intends evil for a people, there is no repelling it. So, the angels do not protect the servant from what comes from Allah's decree; when the destiny comes, they abandon him. Allah's protection of His servant includes protecting him in his worldly interests, such as his body, children, and wealth. But when destiny comes, they abandon him.
