The Waqf overseer is the one who manages its affairs, preserves it, develops it, and implements the conditions set by the endower. He should only act in ways that benefit the waqf. It is permissible for him to borrow money for the waqf's needs, maintenance, and development.

Some scholars have stipulated the judge's permission for this, while others have not, provided it is for the benefit of the waqf and there is no available income.

However, it is not permissible for the overseer to borrow from the waqf's funds for his own personal use.
