A woman observing the 'iddah (waiting period) after her husband's death may speak with non-mahram men out of necessity or urgent need, and there is no sin in that. However, speaking to them for reasons other than that, especially in matters that are impermissible, such as flirtation and love, is forbidden for her and for any woman. It is permissible for a man to indirectly propose marriage to a woman observing the 'iddah after her husband's death, but not to state it explicitly.
