Is the Basmala (seeking refuge in Allah) to be chanted when reciting the Qur’an, or should it be recited normally?

Allah has commanded us to recite the Quran with tartīl (slow, rhythmic recitation), and the Prophet ﷺ beautified it with our voices.

The isti‘ādhah (seeking refuge with Allah) is not part of the Quran, but it is common among specialists to pay attention to its tajwīd (elocution). It is permissible to pause after it or to connect it with what follows.

Some contemporary scholars believe it should be recited with tartīl like the Quranic recitation, while others believe it should be said aloud like ordinary speech, and then the Quran is recited with tartīl.

It is most likely that what the musnidūn (transmitters of knowledge with chains of narration) in the recitations have meticulously applied regarding the rules of tartīl to the isti‘ādhah was inherited from their teachers.
