Is it permissible to pay Zakat for the education of a 12-year-old physically disabled girl who has never attended a public school because she is not a Saudi national, and her family cannot enroll her in a private school because the family is eligible to receive Zakat?

There is no objection to paying zakat (definition) to the girl's guardian for him to spend it on school expenses, provided that the student is diligent in her studies, and the knowledge she is acquiring is something that Muslims need, such as reading, writing, and arithmetic, and she is unable to combine earning a living with studying.
