If a worshipper forgets the two rak'ahs of Fajr prayer and remembers them after concluding the obligatory prayer, there is no harm in praying them immediately after the (obligatory) prayer. This is because it is reported that the Prophet, peace and blessings be upon him, approved of Qais ibn Fahd doing so. However, it is better to delay them until after sunrise, due to his, peace and blessings be upon him, saying: "Whoever has not prayed the two rak'ahs of Fajr, let him pray them after the sun rises."
