What is the ruling on someone who wronged his brother and then repented: will Allah forgive his sin if the wronged person does not forgive him?

If a brother transgresses against his brother in life, honor, or property, he must repent to Allah and seek absolution from his brother by restoring the right, seeking forgiveness, enabling the wronged party to exact retribution, or pardoning him. The wronged party should not reject his brother's apology, for the Prophet, peace and blessings be upon him, said: "Whoever has his brother apologize to him with an excuse and he does not accept it, then he incurs a sin like that of a tax collector."
