Is there sin upon one who writes reports that license people to obtain usurious bank loans?

If the reports are directly related to usury (riba), then it is not permissible to write them, because that constitutes cooperation in sin and aggression, which Allah has forbidden, saying: "And do not cooperate in sin and aggression." However, if they are not related to it, then there is no objection to them.
