Is the Hadith, "Whoever is not concerned with the affairs of Muslims is not of them," authentic, and who narrated it?

This hadith has been narrated by a group of Companions, but all its chains of transmission to them are denounced and severely weak. For example, the hadith of Hudhayfah contains Ishaq ibn Bishr, who is a known liar and abandoned. The hadith of Abu al-Aliyah from Hudhayfah contains Abdullah ibn Abi Ja'far al-Razi, who was獨自(alone) in narrating a hadith that no one shared with him except those who were accused or unknown. The hadith of Abdullah ibn Mas'ud contains Ishaq ibn Bishr and Muqatil ibn Sulayman, neither of whom is trustworthy. The hadith of Abu Dharr contains Yazid ibn Rabi'ah al-Rahbi, whose narrations are abandoned. And the hadith of Anas ibn Malik contains Wahb ibn Rashid, who is abandoned, and Farqad al-Sabakhi, who is weak.

All chains of this hadith are very weak and are not strengthened by their multiplicity. Therefore, it is not permissible to attribute it to the Prophet, peace and blessings be upon him. Sheikh Al-Albani also declared it weak.

However, there are sufficient corroborating evidences from the Quran and Sunnah that call believers to love and mercy, such as the Almighty's saying: (Indeed, the believers are brothers), and the Prophet's saying, peace and blessings be upon him: (The example of the believers in their mutual affection, mercy, and compassion is like that of a body; if one part of it suffers, the rest of the body responds with wakefulness and fever).
