Is it permissible for an employee to receive a compensatory amount from the government health insurance fund in exchange for doctors' bills?

If the health insurance is cooperative and based on mutual solidarity among employees, where each contributes a subscription as a donation to cover damages, then there is no harm in it nor in the compensation paid to the subscriber. However, if it is commercial, then it is not permissible to subscribe to it voluntarily. For someone who is forced into it and has a deduction from their salary without their permission, there is no harm upon them, but they are not allowed to take more from it than what they contributed.
