The answer

It is not permissible to listen to anasheed accompanied by music, for either men or women. It is permissible for women and children to beat the daff (tambourine) on Eid and at weddings, provided that the lyrics are of good meaning, not vulgar or arousing of base desires, and limited to that. The inability to dance is not a justification for permitting listening to music.
