Is it permissible for a man and a woman to marry after they repented from an illicit sexual relationship, and their intimacy continued without intercourse, and then they got married?

Relationships between men and women outside of marriage are forbidden in all forms, whether they involve adultery (zina) or acts short of it, such as looking, touching, or kissing.

If marriage occurs after a forbidden relationship, there are two scenarios: - If the relationship was adultery (zina), the marriage is not valid unless there is repentance and the womb is cleared, according to the Almighty’s saying: ﴿The fornicator does not marry except a fornicatress or a polytheist, and none marries the fornicatress except a fornicator or a polytheist, and that has been forbidden to the believers.﴾ - If the relationship was less than adultery (such as kissing or touching), the marriage is valid because it is not considered adultery.
