Is it permissible for someone who is unemployed, in debt, possesses only 100 Riyals, lives with his brother and eats of his food, to pay Zakat al-Fitr from the aforementioned amount? And what is the correct measure for paying it? Is it possible for him to pay Zakat al-Fitr on behalf of his mother, knowing that she will pay it for herself in another country? And is it permissible for him to give charity on her behalf after he sent her a request for forgiveness?

Zakat al-Fitr is obligatory upon anyone who possesses more than their needs and the needs of their dependents for the day and night of Eid. Debt does not preclude its obligation unless it is demanded. Its amount is one Sa' from the staple food of the people of the land, which is approximately three kilograms. It is not permissible to pay its value according to the majority of scholars, and this is the more cautious approach. It is not obligatory to pay it on behalf of the mother if she is capable. It is permissible to give charity on her behalf or on behalf of someone she wronged, according to some scholars who permit the donation of the reward of good deeds to the living.
