Is it permissible to give a needy relative, who is unable to pay off his debt, money from zakat funds to cover part of the amount required from him to receive a house he had registered for with a housing association?

It is not permissible to give zakat to a person whose salary is sufficient for his basic needs and who owns a house, because he is not poor or needy. However, it is permissible to give him zakat if he is an indebted person (gharim) due to a permissible or obligatory debt, and he does not possess what would enable him to pay off his debt. This is based on the definition of gharimin (the indebted) as "those whose debts are equal to or greater than the wealth they possess, and who have incurred debt for an obligatory or permissible purpose. If this is the case, it is permissible to give them from charity what will enable them to pay off their debts, or part of them."
