What is the ruling on alluring images of women on the internet, from which much seeking of forgiveness (istighfar) is done, but to no avail?

Looking at images of women is unlawful according to Sharia. However, if one's gaze falls upon such images suddenly and unintentionally, and one takes all possible precautions to avoid seeing them, then there is no sin. For those who need to use the internet, they should only visit websites free from what Allah has forbidden. If a forbidden image appears, they should promptly close it. Allah's mercy for the seeker of forgiveness is attained by one who fulfills the conditions of repentance: abandoning the sin, resolving not to return to it, and regretting what has transpired. As for one who seeks forgiveness verbally while persisting in disobedience, their seeking of forgiveness itself needs seeking of forgiveness. To achieve remorse, the servant should remember the greatness of the One they have disobeyed, and that disobedience may incur Allah's wrath and trials.
