Did Ali (may Allah be pleased with him) say of Muawiya (may Allah be pleased with him): "Indeed, he is a tyrant"?

The report that Ali described Mu'awiyah as "the tyrant" is very weak due to flaws in its chain of transmission. The Companions did not insult each other despite their differences; rather, they acknowledged that their actions were based on ijtihad (definition) (independent reasoning). The Prophet praised reconciliation between the two parties, and Ibn Taymiyyah affirmed that both parties were Muslims, and the duty today is to refrain from delving into their strife. As for describing Mu'awiyah as "the tyrant," it contradicts what has been established regarding his justice and forbearance, and the Prophet's, Umar's, and Uthman's choice of him. Scholars have also agreed that he was the best king of the Ummah.
