It is permissible to transfer Zakat for a benefit, such as kinship or the dire need of those to whom it is transferred, but it is not permissible to delay its disbursement after it becomes due, except for a short period and for a benefit. Zakat is obligatory on money saved for building a house if it reaches the nisab and a year has passed over it, but it is not obligatory after the house has been built with it.
