What is the ruling on reciting the Qur’an aloud in the mosque and disturbing others, and what is the ruling on turning on a recording device with loudspeakers in the mosque after the dawn (Fajr) adhan to announce the prayer, as long as the Qur’an is being recited?

If reciting the Quran aloud in the mosque leads to disturbing those praying or those reciting, then it is impermissible due to the harm it causes them. Imam Ahmad and Imam Malik narrated from Al-Bayadi that the Messenger of Allah, peace and blessings be upon him, said: "And let not some of you raise their voices over others with the Quran." If raising the voice with the Quran is prohibited in such a case for disturbing those praying, then preventing the raising of voices with Hadith (definition) and other matters is even more paramount. As for playing a recording device with loudspeakers in the mosque after the Fajr adhan (definition) to announce the prayer, this should not be done, as the adhan and iqamah (definition) are the legislated forms of announcement, and adding anything else may be an innovation.
