Does the punishment for those who depict living beings include those who buy these pictures and statues, or is it restricted to their makers only?

The hadith indicates the prohibition of imagery and a severe warning for the image-maker, but the punishment for the buyer of statues is a matter of the unseen, for which there is no explicit text. Caution must be exercised against keeping statues in homes because they prevent angels from entering. If any such object is found, it must be defaced. For angels do not enter a house where there is a dog or a picture. Jibril commanded the Prophet, peace and blessings be upon him, to remove statues. Al-Bukhari dedicated a chapter to the effacement of images, and he mentioned Aisha's hadith that the Prophet, peace and blessings be upon him, would not leave anything in his house that had crosses upon it without effacing them. The prohibition of selling statues is established in the Sunnah, as there is no difference between selling and buying them.
