The answer

You must offer sincere repentance for delaying the Zakat. To determine the amount of Zakat after three years, one must consider the scholarly difference of opinion regarding whether Zakat is due on the asset itself or on the person's liability (dhimmah).

If we say it is due on the person's liability, then 500 Riyals are due for each year (one-quarter of one-tenth of 20,000 Riyals), making a total of 1500 Riyals.

If we say it is due on the asset itself, then 500 Riyals are due for the first year. This amount is then deducted from the total, so the amount due for the second year becomes 487.5 Riyals. This amount is then deducted, making the amount due for the third year approximately 475.312 Riyals. The total, in this case, would be approximately 1462.8125 Riyals.

The first opinion (that it is due on the person's liability) is more cautious and absolves one's responsibility more completely. However, the more authoritative view is that Zakat is due on the asset itself and also relates to the person's liability, based on Allah's saying: ﴿خُذْ مِنْ أَمْوَالِهِمْ صَدَقَةً﴾ (Take Sadaqah from their wealth) (At-Tawbah: 103).
