Does Istikhara change the path to what is good and right, even if the servant does not deserve this good, and does Istikhara occur despite the presence of envy (hasad)?

Istikharah (seeking guidance from God) is preceded by istikharah (seeking advice) about the suitor whose religiosity and character are acceptable. If it becomes clear that he is suitable for marriage, the girl should seek guidance from her Lord and entrust her affairs to Him. Istikharah has no connection to psychological comfort or feelings; what Allah chooses for His servant is what is best for them. Magic and envy do not prevent anything that Allah has willed, and He is capable of nullifying them. However, if His will is that the matter should not be completed, He might make them a hindrance. A woman can perform ruqyah (spiritual healing) on herself or go to a raqi (exorcist) while adhering to legitimate Islamic guidelines, and she should turn to Allah in supplication to grant her a righteous husband, combining good selection with istikharah.
