Is the Prayer of the Sunnah of Fajr valid if I perform it at seven o'clock in the morning?

If you pray Fajr before sunrise, the Sunnah is to perform the two rak'ahs of Fajr (Sunnah prayer) before the Fard (obligatory prayer). If you miss Fajr and wake up after sunrise, then pray the Sunnah first, and then the Fard. However, consistently delaying Fajr until after sunrise is a neglect of the prayer.
