It is not permissible for a traveler to combine prayers until he has passed the last houses of his town. It is not a condition that he be moving; rather, he is permitted to combine prayers even if he is stationary. The best way to combine prayers is what is easiest for the individual. It is not permissible to delay the Isha prayer, if combined with Maghrib, until after midnight. If you prayed Asr with jama taqdim (combining and praying earlier) before leaving your town, then the Asr prayer is invalid and must be repeated.
