Is it permissible for charities to cover the expenses of treating patients, performing surgeries, and purchasing medicines from zakat funds?

Zakat (definition) is disbursed to poor patients who are unable to earn or pay for treatment expenses. The principle is that it should be given to the poor person so they can pay their treatment bills. Associations are permitted to directly pay for treatment expenses on behalf of the patient in two cases: first, if the treatment is a debt owed by the patient; and second, if it is easier for the patient or there is a fear of them mismanaging the money. There is no objection to purchasing medications or paying for surgical costs for them after verifying their eligibility.
