Is wearing short garments above the ankles—widespread among some Salafi youth to avoid isbal (letting clothes hang below the ankles)—considered a garment of fame (libas shuhra) and contrary to the Sunnah and custom, especially since the prohibition of isbal is restricted by arrogance (khuyala’) according to the majority of scholars?

Raising one's garment slightly above the ankles is not contrary to the Sunnah (definition). Rather, the Ahadith indicate the desirability of raising it to mid-calf and the permissibility of it being above the ankles, while prohibiting its lowering below the ankles (Isbal). This does not fall under garments of fame (libas al-shuhrah), because the criterion for garments of fame is contradicting the dress of the people of the land without a valid excuse. The people's deviation from the Sunnah does not justify conforming to them, and the consideration is conforming to the Sunnah, not conforming to people. The view that the prohibition of Isbal is restricted to arrogance (khuyala') is correct according to the majority of scholars, but the preponderant view is that it is prohibited absolutely. However, there is no blame on one who acts upon the view of the majority. And there is no blame on one who fears harm from those who fight the Sunnah for practicing Isbal.
