What is the ruling on the prayer of a 20-year-old man who has not been circumcised due to a birth defect that requires an initial operation before circumcision, and he has not yet been able to undergo either of the two operations?

Circumcision is obligatory for men and a noble act for women. It is among the practices of the fitra (primordial nature). Abraham (peace be upon him) was circumcised when he was eighty years old. Circumcision is waived for an adult if he fears for his life due to it; however, if he is safe from harm, he is obligated to perform it. Circumcision has become safe in modern medicine, so one must hasten to perform it, following the example of the prophets, preserving the fitra, and as a precautionary measure for worship.
