Is it permissible for a young Muslim man residing in Britain without papers to contract a mut'ah marriage, due to Muslim girls' unwillingness to marry him until he obtains his papers?

Mut'ah marriage (temporary marriage) is invalid by consensus, and it is not permissible simply because a person is in a country where women do not agree to marry him. Rather, he must either leave that country or remain chaste until Allah facilitates a proper marriage for him, in accordance with the Almighty's saying: "And let those who find not [the means for] marriage abstain [from sexual relations] until Allah enriches them from His bounty." As for marriage with the intention of divorce without disclosure, the majority of scholars permit it, because the intention is in the heart and may change. However, it is preferable to avoid it due to the deception involved.
