Prayer is obligatory for a deceased child, even if he dies immediately after birth and before reaching puberty. This is the view of the majority of scholars. If the child is buried before the prayer is performed over him, the prayer should be performed over him at his grave. If that is not possible, then the absentia prayer (Salat al-Gha'ib) should be performed for him.
