It is permissible to bury a non-Muslim in Muslim lands, provided that he is not buried in their cemeteries. This is what the Ummah has practiced, both in the past and present, as mentioned by Al-Shirazi. An exception to this is if the non-Muslim died in the Haram of Mecca, in which case he must be removed from it to be buried outside.
