How can Allah's beautifying the actions of those who do not believe in the Hereafter for them, and His sending devils upon the disbelievers, not contradict His prohibition of indecency, even though this may lead to persistence in sin?

To remove ambiguities about Divine Decree (Qadar), one must distinguish between Allah's Universal Will (Al-Irādat al-Kawniyyah) and His Religious Legislative Will (Al-Irādat ad-Dīniyyah ash-Shar'iyyah).

The Universal Will: Necessitates the occurrence of what is willed, "What Allah wills, comes to pass, and what He does not will, does not come to pass." This encompasses everything that occurs in the universe, whether good or evil. The Religious Legislative Will: Is Allah's love for and satisfaction with what He commands, and it does not necessitate its occurrence unless the Universal Will is also attached to it.

This results in four categories: 1. What both Wills are attached to: Righteous deeds that Allah commanded and loved, and which occurred universally. 2. What only the Religious Will is attached to: Righteous deeds that Allah commanded but did not occur (such as the disobedience of disbelievers). 3. What only the Universal Will is attached to: What Allah decreed of events He did not command or approve of (like permissible acts and acts of disobedience). 4. What no will is attached to: What did not occur from types of permissible acts and acts of disobedience.

Allah does not love disbelief or acts of disobedience, nor does He command them legislatively. However, He creates and decrees them universally. As for general phrases like "incitement and urging," their intended meaning must be clarified. If the negation means that Allah does not love disobedience and does not command it legislatively, then it is correct. But if it means that Allah does not create it universally, then it is not correct.
