What is the ruling on agreeing to a dowry of a specific amount between the families of the bride and groom, then writing a symbolic amount (a quarter of a Dinar) in the legal contract before the judge and witnesses to evade taxes?

Reducing dowries encourages men to marry and protects society from deviance, especially with the decrease in piety and the increase in temptations. It has been reported that "the most blessed of women are those who are least burdensome in their dowry" and "the most blessed of marriages is that which is least burdensome in its dowry." There is no limit to the maximum dowry, but there is no harm in declaring a portion of the dowry and concealing the greater part of it at the time of the contract if it serves a benefit, and what is agreed upon secretly by the couple is what counts.
