Is the aforementioned marriage—which took place with an offer, acceptance, witnesses, and public declaration, but without official documentation in court—considered valid Islamically, lacking only the formal documentation, or is it void?

For a marriage to be valid, it requires the presence of a guardian (wali) and witnesses, and it must be initiated by an offer (ijab) from the guardian or his representative, and an acceptance (qabul) from the groom or his representative. Marriage via telephone is not considered valid, even if the conditions of the contract are met. However, agency (tawkeel) via telephone is permissible. Marriage must be documented due to the ensuing corruption and loss of rights that result from its absence. The aforementioned contract is invalid and must be corrected by renewing it with offer and acceptance in the presence of two witnesses.
