Is it considered unlawful to apply makeup when leaving the house and then wash it off, with some residue remaining?

It is not permissible for a woman to wear makeup when leaving her home if her face is uncovered, due to the Almighty's saying: "And not display their adornment except that which is apparent thereof." There is no difference between light makeup or heavy makeup; the traces of adornment must be removed before leaving the home. This applies to the view that a woman is not obliged to cover her face; otherwise, the prevailing fatwa is that it is obligatory, especially in times of tribulation.
