What is the ruling regarding half the dowry for a girl whose suitor proposed to her but did not consummate the marriage, and what is the status of the gifts presented by the suitor before he withdrew from the marriage?

If the husband secludes himself with his wife in a seclusion where intercourse is possible, he is obligated to pay the full Mahr (dowry), and he has no right to reclaim any gift presented to her, whether it was a gift she possessed or a part of the Mahr. This is because seclusion takes the place of consummation in determining the Mahr and prohibiting the reclaiming of what has been paid. This is what the noble verse indicates: "And if you want to replace a wife with another and you have given one of them a Qintar (a large amount of wealth), do not take anything from it. Would you take it through slander and manifest sin? And how could you take it while you have gone in unto each other and they have taken from you a solemn covenant?"
